 Viewing the Media Library when there are no files or you have deleted all
 of the files results in the same issue as in
 [http://trac.wordpress.org/ticket/8346 ticket 8346]. Table layout needs to
 be removed from '''/wp-admin/upload.php''' when there are no files.

 Verified that this issue exists in latest rev (9978).
