 Seems invalid to me.

 It shouldn't affect the core of !WordPress, since the core uses
 capabilities instead. The user_level has been deprecated since 2.0 or 2.1
 I think. Ever since the new WP_Role class was added.

 It will affect older plugins or plugins which use user_level instead of
 capabilities.
