 At present (rev. 9717) text-transform:uppercase is used in wp-admin.css,
 once.

 This is not suitable for Greek, where block capitals are not accented.
 (The CSS tranformation preserves accents.)

 It probably is an issue in other languages too.

 Interestingly, the W3C recommendation says this:

 “Conforming user agents may consider the value of 'text-transform' to be
 'none' for characters that are not from the Latin-1 repertoire and for
 elements in languages for which the transformation is different from that
 specified by the case-conversion tables of ISO 10646”.

 I’m not aware of any agent taking the option.
