 When importing RSS-feeds and displaying them on your page you can get non
 UTF-8 letters if the feed your importing conscist of them. $desc on line
 1168 in widgets.php is not validated before output. Ex: It passes non
 UTF-8 letters, like åäö without changing them to
 {{{
 åäö
 }}}
