 On the Write Page/WritePost/Edit Comment screens, there are sections that
 need to be hidden when JS is off (but shown when on), and things that need
 to be hidden when JS is on (but shown when it is off).  Things that don't
 work with JS off should be hidden.  Things that need JS to toggle their
 visibility should start out visible if JS is off.
