 Clarification:  I would add the filter to the _URL only_, not the entire
 text.  I believe visual appearance should remain highly standardized in
 this area.  The main purpose of the filter is to allow the author to alter
 the URL based on the installed version of plugin and the WordPress
 version.

 Does anyone think this causes privacy issues?  If there's a filter, the
 plugin author could record WP version and Plugin version of people who
 click the link.  (Of course, that's _only_ people who click the link, and
 only _when_ they click the link.)
