 Add ability to reply to comments from the admin (edit-comments.php).

 Suggested design:

  * Add "Reply" link to actions
  * Popup reply form when "Reply" clicked
  * Submit reply via AJAX
  * Set comment_parent to the ID of the comment being replied to
