 Ok, thanks, I think you're right.

 I did delete cookies, but I'm not sure whether I flushed the cache.

 I tried to reproduce by deleting the cookies, flushing the cache,
 restarting the browser, and replacing the wp-config.php file. I was able
 to login to wp-admin successfully.
