 I agree with this. In the implementation of per-page widgets we have (that
 I posted screenshots of, some time abo), each page has a 'click here to
 edit the widgets' which brings you to a widget drag/drop page specific to
 the page you were just creating/editing. (I'll post code soon, after a bit
 of cleanup.)

 As we're saving per-page widget layout/settings, checkboxes don't work
 very well, which is why we have the full widget interface per-page.
