 Shared hosts won't let you touch the memory limit, making the set code
 worthless.

 We should make install.php use less memory, if possible, before messing
 with all of this.  Has anyone profiled memory usage in install.php to see
 what is sucking up memory?  Not being able to install within 8MB is pretty
 crappy.
