 Perhaps that is what it needs. A decoupled HTTP Request API would allow
 for retrieving Plugins and help plugins and !WordPress retrieve other
 external sources on any number of server configurations.

 A decoupled File System API would allow for manipulating files on many
 different server configurations. The scope of which could extend outside
 of updating !WordPress and could be very useful elsewhere.

 Once those two components get in, the amount of changes required for
 adding an update system would be administrative and functionality
 specifically for updating !WordPress.

 I think limiting the scope could reduce the amount of surprises and
 benefit everyone, even if this feature doesn't get introduced until 2.6
 (worst case). At least the two components that will allow it to happen
 will be able to be battle tested in 2.5 and leading up to 2.5.
