 Good question. You assume that it is only used when technology (user
 roles) restricts publishing, but that isn't the only (main) reason to
 review posts -- proofing and editorial.

 Anyway, asking that question wasn't to disagree with your solution, just
 to point out a small deficient. It does seem that an elegant solution
 would only show the current status and use buttons (and links) to take
 actual.
