 Repro: Always

 STEPS

  1. Create category 'Cities'
  1. Create category 'Victoria' with parent category 'Cities'
  1. Search categories for 'Victoria'

 ACTUAL RESULTS [[br]]
 No matching results are found.

 EXPECTED RESULTS [[br]]
 The category Victoria is listed as a result.

 ADDITIONAL DETAILS

 I think category search was added in WP 2.5, I confirmed that it and 2.7
 exhibit this problem.
