Comment (by Jick):

I agree that not everyone needs it and some are happy with the default
but, I still think it would be useful. I mean, just because it doesn't
need to be changed that much I don't see why it still doesn't deserve a
setting. There are lots of settings in WordPress core right now that don't
see much use but some people still find them useful.

I mean, what is the alternative? Manually edit the core some how? No good.
Perhaps change a MySQL row with something like PHPMyAdmin? Better than
editing core code but still messy, especially when you're talking about
unexperienced admins who only know the basic functions of WordPress and
not enough to edit code themselves.

In the end, it's not like this is a critical option that is needed. I just
think it would be useful to have.

Maybe even a option to disable plugin updates entirely. Those two kind of
go hand in hand I think. Obviously the "how often" part would only be in
effect if they have plugin updates enabled at all. I could also see that
same logic applied to WordPress updates if/when the core gets functions to
update WordPress itself. Enable/Disable checking for updates to WordPress
and how often. That sort of thing. Going in that direction maybe even a
dedicated "Updates" tab in the settings area would be in order.

Obviously a plugin could be made to do that but I think something obvious
like that belongs in the core. Administrators should be able to choose if
they want things updated and if so, how often.

 That's my thinking anyway...
