 Yeah, the plugin upgrader will see Akismet updates before they even
 upgrade WP.  If we end up doing upgrade/install for themes, we could make
 the default and classic themes svn externals and treat them just like any
 other theme.

 We can reduce duplication as we iterate.  This is still very much first
 draft.
