 Adding new capabilities is problematic.  We essentially have to marry the
 new capability to an old capability on upgrade, and it's not built for
 cap2role and cap2person lookup.  I think promotion of a post to "sticky"
 status is similar enough to the scope of responsibility that comes with
 being able to edit other people's posts.
