 Your example works for me.  Are DB_CHARSET or DB_COLLATE defined in your
 wp-config.php file?  If so, what are their values?  What is the collation
 on your options table?  You can check this in phpmyadmin or use the SQL
 statement "SHOW TABLE STATUS" and look at the Collation column.
