 It appears that the hour is being ignored when posts are schedule for
 future publishing and this is causing posts to be published immediately.

 For example, if the current time is 07:15 and the post time is edited to
 be 07:45 (a difference of 30 minutes) and the post is published, it will
 be published immediately and the post time will be changed back to 07:15.

 If the current time is 7:50 and the post time is changed to 8:05 (a
 difference of 15 minutes) and the post is published, the publishing will
 be scheduled and the post will not appear until 8:05.
