 I had no links on my test blog, so the link2cats table was presumably
 empty. Yet WP 2.3 RC1 created 7 items related to the link_category
 taxonomy when upgrading the site from WP 2.2.3.

 It might just be my own site that had corrupt data, but it's still worth
 doing a quick check imho.
