 Agreed, and that what the ticket is about.  I understand that disabling
 them completely should be seen as plugin territory.  I'm moving it back to
 2.4, but it should be something done the 2.3 branch.

 Is the best way to do this simply add a record in the db after hiding them
 message and do a boolean check to show/hid the message?
