 (In [5750]) Order pending posts nag by post_modified ASC, drafts by
 post_modified DESC

 pending posts are ordered DESC because it's a queue for moderators.  The
 ones that were marked as ready for review the earliest should be at the
 front of the line.

 drafts are ordered ASC because the more recently edited ones are more
 likely to be the ones that the author (or curious editor) wants to see.
 Drafts that stagnate will fall off the nag.
