 Some discussion regarding the roles and capabilities concerning widgets

 Now that widgets are a core item, I propose that they are no longer tied
 to the Edit Theme capability, but given their own distinct capability.
 I'm not proposing by default that the capability is given to any other
 role besides admin, but that the option (ala the Role Manager plugin) is
 there to grant that privilege.  Currently, the only option I've found
 would be to grant Edit Themes.  I find it confusing to allow someone the
 ability to do/see that (granted, if I don't make the theme file writable,
 no damage could be done), if all I want to do is allow them to reorder
 them, or to change some text in a text widget.

 Unfortunately, my coding skills would prevent me from directly providing a
 solution, however I'd be glad to assist in any other way in seeing this
 come to fruition.
