 To reproduce:

 1. Create a new category via Manage -> Categories

 2. Confirm the category was made by looking for the AJAX-added
 confirmation box

 3. Click the "category parent" dropdown and attempt to pick the just-added
 category as the parent. As you can see, it's blank.

 4. If you reload the page, the category shows up in the dropdown just
 fine.
