 Yes the rpc.wordpress.org did exist before the redesign although I'm not
 sure we'll go with the exact data we had before.

 As for the refresh interval it should be noted that the 15minutes is only
 applicable to dashboard page loads if we put the message there or at worse
 admin page loads.

 15 minutes has worked well with my Version Check plugin without any issues
 my end with load.

 I would expect to use the same interval used for the dashboard feeds.
