 The Codex says, "The following enhancements may be made to your wp-
 mail.php so your email will be translated into metadata for your post..."
 My interpretation is that you have to make your own code changes; it's not
 provided by wp-mail.php.  So I think adding this to wp-mail.php would be
 an enhancement.

 At the present time, you can use a plugin and the phone_content filter to
 change $post_categories as a global to set the category(ies).
