 I don't like the idea of using 403/404 responses there. These often happen
 due to server misconfigurations or other circumstances that are out of
 control of the webmaster.

 410, on the other hand, virtually never occurs unless you explicitly force
 it to occur. Suggest making 403/404 one of the "20 failure" scenarios.
