 Currently kses.php strips out lang attributes from divs.

 If you use an external blog publishing tool, some of them support per-post
 language setting e.g. for multi-lingual blogs. It would be useful to allow
 for this rather than just at an overall blog level.

 This is also used in things like the hReview microformat which can begin
 with:
 <div class="hreview" lang="de">
