 When clicking the NewPage button in the Rich Editor while using Firefox
 1.5+, the command associated with the newpage tag is executed twice. This
 results in two newpage tags for every click. Another problem is that these
 newpage tags are not editable until a more tag is created; they can't be
 deleted, moved, replaced, selected, etc.

 I don't know what exactly is causing the problem, but I was able to make
 it go away by removing the javascript: from the button html code in the
 editor_plugin file.

 I have included the bugfix (along with the bugfix for the ampersand bug)
 in this ticket as I am unable to submit this through Subversion.
