 When a comment is made on a GitHub PR that's linked to a WordPress trac
 ticket, we sync the comment over.

 We don't currently delete comments from trac when they're removed from
 GitHub though; this happens due to two scenario's:
  - We hide the comment on GitHub (Spam, off-topic, etc)
  - GitHub removes all traces of the user (ie. Account removed due to spam)

 This causes spammy content from GitHub being live on WordPress.org trac's
 for longer than it should.
