Comment:

 The `WordPress users` section isn't necessarily a legacy footer, rather,
 it's just how the Locale-specific Showcase is exposed on Rosetta sites.

 Eg, https://en-nz.wordpress.org/ has the "global" footer with 4 columns as
 the site has no showcase entries, where as https://gd.wordpress.org/ has
 the 3 columns w/ showcase section as they have showcase entries.

 I'm shifting this over to Showcase, as something needs to be done to
 provide an alternate showcase UI if the existing UI isn't desired (It's
 not great and the localised showcase should be centralised into the global
 showcase).
