 Blocked users, yes those shouldn't receive anything (and I see there's a
 bbPress ticket for it :) )

 Spectators should still be able to subscribe and modify their
 subscriptions though, that's in the nature of the name even, they're
 watchers and should be able to do the watchful actions. A quick test shows
 me taht bbPress does allow for this, so if that's not working on
 WordPress.og, we should fix that.
