 The correct location of the CSS is here:
 https://make.wordpress.org/polyglots/wp-
 content/plugins/handbook/stylesheets/callout-boxes.css

 But in the <head>, this file is called.
 https://make.wordpress.org/polyglots/wp-
 content/plugins/handbook/inc/stylesheets/callout-boxes.css

 Here's an example of a handbook page that includes a callout.
 https://make.wordpress.org/polyglots/handbook/translating/packaging-
 localized-wordpress/automated-release-packages/

 Looks like [https://meta.trac.wordpress.org/changeset/9990 changeset 9990]
 is still pointing to the old location with a relative path.

 /wp-content/plugins/handbook/inc/init.php#L31
 (and handbook.js is also called with an old path)
