Comment (by dd32):

 To understand the need for this, I ran a query to find out which P2's have
 the relevant option enabled.

 {{{
 https://make.wordpress.org/docs/
 https://make.wordpress.org/hosting/
 https://make.wordpress.org/marketing/
 https://make.wordpress.org/mobile/
 https://make.wordpress.org/themes/
 https://make.wordpress.org/tide/
 https://make.wordpress.org/training/
 https://make.wordpress.org/tv/
 }}}

 And those who don't have it enabled:
 {{{
 https://make.wordpress.org/accessibility/
 https://make.wordpress.org/cli/
 https://make.wordpress.org/community/
 https://make.wordpress.org/core/
 https://make.wordpress.org/design/
 https://make.wordpress.org/meta/
 https://make.wordpress.org/plugins/
 https://make.wordpress.org/polyglots/
 https://make.wordpress.org/support/
 https://make.wordpress.org/updates/
 }}}

 I've removed some sites from the list that are either private, or not
 intended to be commented on.

 I personally think that we should simply disable the "users must have had
 a approved comment" globally for make.
