#4428: Support Forums: Add sub-forum support to the front page archive view

There comes a time, in every forums life, when sub-forums become a
 necessity.

We had some sub forums previously, but we saw no further need for these
with the forum migration, and so they were never included in the front
page archive styles we created at that time.

After some discussions with other teams, we see a need for these at this
time, in particular so that the mobile forums can be included, and they
have a need to separate between some of the platforms.

The attached patch checks if a forum has sub-forums, and lists them in the
same style as the "View forum" link does today.

It also checks if the parent is a category or not, if it's not a category
then it won't show the "View forum" link, if it's a usable forum with sub-
forums (thinking ahead, in case it ever comes up) it will append the view
 link after the sub-forum links.

The intent here is not to have a massive amount of sub-forums going many
levels deep, but on a top level there is a legitimate need at times.
