 Theme author archives (such as
 https://wordpress.org/themes/author/dans7919/) currently have a title
 structure of `{{AUTHORSLUG}} | WordPress.org`.

 This should be changed to `Themes by {{AUTHORSLUG}} | WordPress.org`.

 The meta description should be changed to "See all WordPress themes by
 {{AUTHORSLUG}}".
