Comment:

 The Handbook Sidebar widget was configured to order the pages by "Page
 title" (ページタイトル). I switched it to "Page order" (ページ順序) and
 everything appears to be ordered as expected.

 Unrelated, but I noticed the handbook appears to have a fairly empty index
 page (https://ja.wordpress.org/team/handbook/). There is a Meetup
 Organizer Handbook (https://ja.wordpress.org/team/handbook/meetup-
 organizer-hanbook/). Would that page make better sense as the index page,
 or will the team handbook have topics other than things for meetup
 organizers?
