 Building on what @chriscct7 added...

 We seem to set the expectation of wait times in the FAQ sections below the
 submit section and loosely by showing the # of plugins waiting for
 approval (I'm assuming that's why we show it. If that is the case, as a
 user I don't know the throughput. Is 100 a lot or a little?.. etc).  Since
 the FAQ's are understated and just above the fold on desktop browsers
 (below on mobile), I think it would make sense to reiterate wait times
 after the submit happens.

 As a plugin developer, I want to submit my plugin. I don't think a notice
 that it will take longer than expected would be of any value to me. I need
 to submit it.

 After the user submits their plugin, should there by any known delay, we
 could update to copy to reflect the change. As it sits right now, this is
 an excerpt of what is shown:

 >"Thank you for uploading XXX to the WordPress Plugin Directory. We will
 review your submission as soon as possible and send you a follow up email
 with the results.

 Above this, we could introduce the message that @chriscct7 is suggesting.
 We could also use that notice to engage the community to join the review
 team as well....
