New description:

 Empty plugin searches using the 'clean' permalink structure
 ([https://wordpress.org/plugins/search/ /plugins/search/]) return a
 legacy/closed 'Search' splugin.

 Given #3852, requests to this URL should execute a 301 redirect to
 https://wordpress.org/plugins/.

 This may ''technically'', depending on interpretation, involve the
 removal/deletion of the legacy plugin in question.
