 In changeset [6400] the fix for dynamically added voting links in #1745
 was reversed. This means the voting no longer uses Ajax to handle the vote
 submission.

 The following patch adds the fix back and adds `aria-hidden="true"` to the
 empty span elements for the voting arrows.
