Comment (by dd32):

 SVN being busy/overloaded/unavailable seems likely.

 It's worth noting that `plugins.svn` hasn't yet migrated to the new DC,
 that's underway but `plugins` is likely to be one of the last to move. We
 can probably delay attempting to fix this another week or so until the
 migration is complete for SVN, to see what happens then.
