 I wrote an email system and APIs for BuddyPress that probably does at
 least half of this very well. To implement the other half of the features,
 it's probably pretty easy, and BuddyPress itself would arguably benefit
 from having those features added.

 At the very least, there's a bunch of code that could be copied out
 relatively painlessly and re-used.
