Comment:

 Parts of the plugin directory aren't designed to be used stand alone, and
 building things to support that isn't exactly ideal in many scenario's.
 The plugin directory classes may (and will) change with zero back-compat
 thoughts.

 With the above in mind, I don't think this change is one that should be
 made.

 If you do want to use it with a string you have, I'd suggest either a
 temporary file for it, or using the
 [http://php.net/manual/en/wrappers.data.php PHP data:// wrapper] which
 should work for your use-case.
