Comment:

 This is no longer necessary as
 [https://meta.trac.wordpress.org/browser/sites/trunk/wordpress.org/public_html
 /wp-content/plugins/rosetta/inc/site/class-locale-team.php#L64 it can be
 changed via the Customizer].
