 The handbooks have a widget that controls the sidebar navigation,
 `Handbook Pages`, which also includes a field for excluding pages based on
 post ID.

 When filling in this field, the exclude field is never saved, the exclude
 valuse also appears to be explicitly overwritten to be the root page ID in
 [https://meta.trac.wordpress.org/browser/sites/trunk/wordpress.org/public_html
 /wp-content/plugins/handbook/inc/widgets.php?rev=2566#L51
 /handbook/inc/widgets.php] (might be unrelated, I don't have the full list
 of steps here)
