 "Installation" is already offered for translation in the
 [https://translate.wordpress.org/projects/meta/plugins-v3/ru/default?filters%5Bstatus%5D=either&filters%5Boriginal_id%5D=4367167&filters%5Btranslation_id%5D=48721547
 Plugin Directory project].

 "Installation Instructions" is a part of the same UI, but due to the
 current implementation it ends up being translated in each plugin project
 separately. As noted in comment:11, I don't see a point in that, it just
 adds a bit more work for translators :)
