 Themes that have been suspended from the theme directory are still
 available for translation on https://translate.wordpress.org/.

 I don't think suspended themes should be available for translation.
 The translator can not see the themes current status, unless they visit
 the link to the
 "WordPress.org Theme Page" and notices that the theme is not found.

 Translating a suspended theme seems like a waste of time since we do not
 know if it will be Live in the theme directory again.
