New description:

 [5927] and [5946] temporarily removed topic tag clouds from the Support
 Theme due to performance issues caused by [WP41377].

 In the [https://wordpress.slack.com/archives/C02RQC6RW/p1506011122000239
 latest #forums meeting], the consensus was that topic tag clouds don't
 really add any value to the forums and should be removed permanently.

 This leaves a large empty space in the home page footer, see the
 screenshot. We could fix that by moving the "Helpful Links" section
 higher, next to "Themes and Plugins".
