 WordPress.org tracks the number of active installs for all themes based on
 the slug. This information is not public for privacy reasons.

 I don't think there is a system in place to track if a theme is a child
 theme of another theme.

 The way I see it the first step would be to see if you could collect some
 data on the child themes of Twenty Seventeen.
