 Hi @elvishp2006, welcome to WordPress Meta Trac! Thanks for the report.

 That's not an actual URL, `locale` is a placeholder for a locale code to
 reference localized sites like ru.wordpress.org.

 I've replaced `locale` with `[locale]`, hopefully this makes it clearer.
