 #2952 implemented a `Requires PHP` header for plugins.

 The readme validator currently displays a warning if the header is
 missing, which is good for the [https://make.wordpress.org/core/tag/core-
 php/ ongoing initiative] to encourage people to use more recent PHP
 versions.

 The new header should be added to the
 [https://wordpress.org/plugins/files/2017/03/readme.txt readme.txt
 example] and documented in the Plugin Developer Handbook.
